Someone finally gets it. Pi phi fell this year and is three! For frats I'd definitely say kappa sig and tke are top but it's hard to put them on the same level as pkp and sig chi, but It probably makes more sense to put them there rather than creating a whole new row and bumping sae and delt down to tier 3.
