Something has happened to kappa. I think they are trying to be top tier and compete with top tier BUT THEY ARE NOT TOP TIER!! It then results in weak pledge classes that didn’t really want kappa but put them down as a last resort. Just recruit middle to higher bottom tier girls and then rebuild!
