Panhel has a system that bases the number of invites each chapter can give out per round of parties on their return rate last year (i.e. the number of PNMs they wanted back who also wanted to return). This means that APhi, who likely had a good return rate, will have to cut a lot of PNMs in the early rounds. It's a complicated system that exists at most schools and only the recruitment people in chapters and at panhel will really have the details. It was designed by Panhel nationals and implemented in order to help all chapters reach quota at the end of formal recruitment. It makes the early rounds feel more brutal, but generally means that in the later rounds where you really are getting to know the chapters better the cuts will not be as steep and you'll have a good chance of making a connection and getting a bid to a group you really like.
