It's the sororities who are under total (median chapter size) who can COB, not quota (number of PNMs after pref divided by number of sororities). A chapter can make quota and still be under total and vice-versa. Anyway, no one will know who will COB until after recruitment because that's when this semester's total will be set. It usually ends up being half the chapters because it is based on the median chapter size. Some chapters may end up being just a couple women under total, so they may know who they want and may not announce that they are going to COB. Also the time left to COB is shorter this semester because DG is establishing a chapter. Other sororities won't be allowed to give bids while DG is doing their recruitment, but they can right before. Anyway, since no one will know who can COB until after recruitment, it's best to stay in and keep an open mind. Attitudes about sororities can change as you get to know them better.
