There are also a few chapters that take huge PCs in order to keep some guys out of the hands of other smaller frats. For example, some of the top tier chapters will take 40+ guys in the spring and then ball half of them day one, which means those guys have to wait another semester to rush again. It's really scummy. Also, the guy above me also made the point of the shock factor. It's a good way to get your PC to shape up if they need it.
