I would just say (about 98% confident that I’m correct here) that these houses CAN participate in COB - there is nothing requiring them to do so and no set number for how many new girls they must take. There would be a cap depending on current numbers, I believe? And unless a PNM openly acted as though these houses were beneath them (and some PNMs absolutely give off that vibe and it is noted) these houses would likely not reject a girl for COB just because she slipped through the cracks in formal recruitment.
